米、インフラ投資220兆円超　法人税28％に引き上げ

バイデン米大統領は31日、インフラや気候変動対策を中心に8年間で2兆ドル（約221兆円）超を投資する成長戦略を正式発表した。

【図解】主な国・地域の実質GDP年間成長率

　国内製造業の競争力を強化し、雇用を創出するとともに、先端技術分野で台頭する中国に対抗する。財源確保へ連邦法人税率を21％から28％に引き上げることを提案した。

　新型コロナウイルス危機を受けた約1兆9000億ドルの追加経済対策に続く大型財政政策。4月に示す社会福祉拡充策を含めた成長戦略は総額3兆ドルを超える可能性があり、戦時を除く財政支出としては大恐慌を受けた1930年代の経済対策「ニューディール政策」以来の規模になる。

　バイデン氏は東部ペンシルベニア州ピッツバーグで演説し「一世代に一度の投資だ」と強調。「巨額で大胆な計画だが実現は可能」と訴えた。

　道路や橋の修復などに6210億ドルを充てる。電気自動車（EV）の普及へ2030年までに充電施設を50万カ所整備し、「脱炭素」を後押しする。高速インターネット網も広げる。

　中国が力を入れる人工知能（AI）などの先端技術の研究開発に1800億ドル、国内製造業の振興策に3000億ドルを振り向ける。半導体のサプライチェーン（供給網）も強化する。

　財源確保へトランプ前政権時に21％に下がった法人税率を28％に上げる。増税でインフラ投資コストを「15年間ですべて賄える」（政府高官）としている。

　政権は今後、与野党指導部と法制化の調整に入る。バイデン氏は「超党派で進む時だ」と呼び掛けたが、巨額の財政出動に対する野党共和党の反対は強い。与党民主党内でも法人税の大幅引き上げに異論があり、協議は曲折しそうだ。

国益を重視するという揺るがない信念がアメリカにはあるよね。
その信念に向かって政治家、役人、有識者・・・が一つになって突き進む。

　

このままの案を議会で可決できるか不透明だけど、日本に比べてやることが早いし、思い切ったことを提案してくるね。

　

大規模投資により、脱炭素産業などの新産業の育成が促進されることが期待される。一方で、法人税率の引き上げは企業活動にマイナスの効果を与え、経済の停滞を引き起こしかねない。ということで、この政策は、プラスとマイナスの両方の側面に大きな影響を与える。結果としてどうなるかは分からないが、法人税をこれだけ引き上げられる余地があるということ。

　

どっかの国にも、みならって欲しいなあ。

　

アメリカは、確実に大きな政府で財政支出を拡大して、バイデン政権の経済ブレーンによるＭＭＴを実践しようとしてるわけだ。
日本もバカなプライマリーバランスの黒字などという無駄な財務省の政策に固執していると、アメリカや中国などにどんどん取り残されて行くことになるだろう。

　

アメリカは更に220兆円でインフラ整備。今後もインフラ整備された国で生きられるかどうか、なんか所属する国によってさらに大きな暮らしの差が出そうだよ

　

日本も高度成長期に作ったインフラが老朽化してるから、アメリカほどとはいかんでも金を注ぎ込まないと。

　

いやあ、、、超大国の本気ってすげえわ。
法人税7％アップは議会通るか分からんけどそれでも最低でも1兆ドル単位の景気刺激策はする気やろ。

　

さすがだなあ。国庫を開くべき時がわかっていて、その支出の対象も適切。
スピード感も規模も。

　

強いドルは国益！U・S・A！U・S・A！
見習うべきはこういうノリなんだよなぁ。

　

ようやくレストランも人数制限ありやけど店内飲食可能になったし、
映画館もオープン、ショッピングモールにもお客が戻ってきたし、
